Newquist, who lives in Brown County, a traditional Democratic stronghold, has watched the decline. During Democratic picnics in the past, it used to take an hour to get through the serving line, he said, because so many people attended. "And now, we're lucky to get 35 or 40."

Younger, self identifying Democrats, he added, are looking beyond South Dakota for opportunities.

It also came after two of the party's best potential candidates, former Rep. Attorney Brendan Johnson, passed on bids to hold Sen. Tim Johnson's seat. "That's been dismaying simply because of attrition and death, but mostly people are moving out because of better opportunity," said Newquist, a former professor at Northern State University.

Tim Storey, an elections analyst with the national conference, said there haven't been this many states dominated by one of the two major political parties since the 1950s. "Nationally, it's definitely a trend," he said. The state has the fourth most Republican legislature in the country, behind Wyoming, Idaho and Utah, Storey said. North Dakota has the fifth most Republican legislative body.

The sudden resignation of the Democratic Party chairman last week was another blow to the state's junior political party, which has been reeling after two lackluster election cycles.

When George McGovern started building the modern Democratic Party in the 1950s, South Dakota was a different state. Family farms dotted the landscape, and the inhabitants of farm country, typically conservative, nonetheless were willing to support populist Democrats such as McGovern.

Finally, Nesselhuf argued that successful statewide ballot initiatives supported by the Democratic Party show that voters are willing to embrace Democratic ideas. Dennis Daugaard and Rep. Indeed, the modern Democratic Party that McGovern built might, in fact, not be all that modern anymore. It was a structure that helped Democrats dominate in federal elections the past few decades, but Sen. Tom Daschle's loss to John Thune in 2004 was a watershed moment that exposed the growing weakness in the Democratic structure.

If they're looking for states with the opposite political structure of South Dakota, they have options. South Dakota is not unique when it comes to one party rule. Thirteen states have unified Democratic control at the state level, according to the National Conference of State Legislatures, while 18 are under unified Republican control.

But over the decades, the consolidation in agriculture has left fewer farms, and many that remain are big operations. The social interactions that came with family farming are eroding. Meanwhile, many of the old McGovernite Democrats are dying.

But Craig Lawrence, chairman of the Republican Party, said it's not all calm sailing for the GOP in South Dakota. The party has factions among conservative members, and he said the party must figure out ways to communicate with younger voters, particularly on issues such as gay marriage, in which there is definite shift in attitude between older and younger voters.

David Newquist, a Democratic activist who writes the Northern Valley Beacon blog, has been chronicling the shift. He has monitored through the years what he called a prime list of Democratic activists, and that list has been shrinking.

Nesselhuf said last week that the party's situation is not as dire as it looks. The party has begun a youth organization, which he said he pilfered from the Republicans because it's been so successful. The party also recognizes the importance of the state's growing cities, and it has started recruiting Democrats to run for school boards, city councils and other local government boards. While those races are nonpartisan, they allow the party to begin building a farm team.

"Do I think the Democratic Party is dead? No. I don't think the ideas of their party are dead," he said.

Compounding the party's woes, activists say, is a demographic shift that, at least for the near term, does not favor Democrats. House and Matt McGovern for the Public Utilities Commission, also have left the state. They followed other high profile Democrats who have left.
